"City of 15 Minutes", or put the citizen and new lifestyles based on well-being and proximity at the center.

We hear more and more often about the "15 minute city", after Paris and Milan there are in fact many who, also on the strong push of the effects of the pandemic, are bringing serious reflection back to the center of attention and ... various second thoughts ... on which the role and direction will have to be given by politics and urban planning to planning: no longer oriented towards "governance" but towards "performance", ie towards the quality of life and the needs of its citizens.

Rethinking the urban context between challenges and new opportunities

L’anno 2020 che volge al termine ha scosso come un uragano la civiltà, erodendo le sue certainties e costringendola a rearrange its priorities: la pandemia da Covid-19 ha segnato la vita non solo di chi è stato colpito dal virus o ne ha subito le ripercussioni economiche, ma di chiunque abbia had to remodel simple daily gestures come fare la spesa, studiare, incontrare gli amici, spostarsi tra casa e luogo di lavoro.

Se da una parte le limitazioni poste agli spostamenti hanno incentivato la digitalisation di alcune attività (si consideri, per esempio, il boom registrato dagli strumenti per videoconferenze online, oppure l’accelerazione del processo di smaterializzazione dei pagamenti), dall’altra la need to find everything we need moving as little as possible è stata il propulsore di un’idea, quella della “città dei 15 minuti”, che ruota attorno ad un’unica parola chiave: proximity.

  • per prima cosa, si tratta di una cities more inclusive, essendo pensata per una percorrenza urbana che potenzialmente non richiede mezzi di trasporto ed offre, quindi, greater opportunities for the very young, the elderly and the disabled, as well as to the most economically disadvantaged users;
  • è una safer city, in which children and teenagers can move around more serenely, experimenting their potential more actively in contact with the outside world;
  • è anche una thriving city, la cui popolazione does not need to look elsewhere for what it needs ed alimenta, con i suoi consumi, l’economia locale.


Per fortuna la maggior parte delle Italian cities, per non dire European, risale a ben prima del boom dello zoning e presenta un intreccio distributivo che, per sua evoluzione spontanea nel corso dei secoli, raramente si presenta suddiviso rigidamente per destinazioni d’uso, ragion per cui the transformation of existing centers into "15-minute cities" would not require a total upheaval of the established activities – intervento monumentale che porterebbe automaticamente al fallimento dell’iniziativa – ma un’opera più abbordabile di renewal of some services and activities, limiting what is supernumerary and integrating what is scarce or missing.

This process of renewal, tempting “offer” in response to a “demand” almost inexhaustible of the community, affects both thepublic decision maker, which with urban planning regulates the urban fabric according to the needs of the constantly evolving citizenry, both theprivate initiative, interested in installing activities capable of proving to be more profitable precisely because they are able tointercept this need for proximity of the local population.

Measure the "Proximity Rating" of the existing city, and support effective decisions

Come individuare i strength points e weakness di un distretto urbano, in un’ottica di sua evoluzione in “città dei 15 minuti”?

Grazie all’evoluzione di nuove generazioni di strumenti digitali, basati sull’analisi automatizzata dello spazio costruito e sul collection and management of huge amounts of geo-referenced data, oggi appare più semplice poter sviluppare con relativa semplicità le complex analyses, perchè multi-scale e multi-gauge, required by this new challenge.

La maggior parte degli traditional tools are inadequate a misurare indicatori di prossimità e benessere basati sulla disponibilità e qualità di servizi, infrastrutture, spazi verdi e mobilità relativi al positioning, characteristics and needs of resident citizens.

Colouree ha sviluppato una web-based platform (quindi accessibile da qualsiasi dispositivo con Internet) specializzata nell‘analisi dei contesti urbani e delle their performance with respect to the needs of their users, che fa leva sullo sviluppo di algoritmi di analisi automatizzata della urban morphology ( le caratteristiche dello spazio costruito che ci circonda) e di collezionamento di huge amounts of geo-referenced data (relativi ad attività, servizi, punti d’interesse, etc).

Tramite il monitoraggio di diversi key-indicators, Colouree può quindi fornire una valutazione dei neighborhood self-sufficiency levels, o supportare definizioni dinamiche di clusters self-sufficient rispetto a singoli indicatori, ottenendo pertanto il calcolo di un “proximity rating and self-sufficiency” alle differenti scale della via, quartiere e zone della città.November

Le analisi vengono quindi visualized on interactive web maps, accessible from any device, simplifying remote or field collaboration between the operators involved, without the need for specific skills.

Colouree offre quindi la possibilità di supportare in effective way e easily understandable, because it is based on interactive web maps, the radical "change of perspective" at the basis of the challenges posed by the City of 15 minutes, in particular:

  • da un punto di vista point of view, with the need to move from more “top down” approaches, typical of traditional urban planning; to new approaches”bottom up" originating from the specifics of each place and the citizens who live there, with their characteristics and needs;
  • dal a goal point of view: con un radicale spostamento di focus dai tradizionali goals of governance a new performance goals legate alle aspettative degli final users (cittadini, imprese, etc)

An approach of this type, based on the analysis of a quantity of big data that would otherwise be unmanageable manually (thanks also to the possible implementation of IoT sensors), can also be framed in a digital twin perspective, i.e. the creation of a digital projection of reality – of one of its “virtual twins” – on which to be able to experiment with different scenarios and then start the most valid one in the real world.

This resource will be invaluable not only during the current pandemic emergency - in which innovative decisions on the use of urban spaces need to be taken in a short time - but also when it will be time to "return to normal“, to evaluate all the opportunities of “meanwhile use” of a space, i.e. the methods of its flexible and temporary use, and facilitate any transition towards more significant long-term changes.
